Development of Staff Competency Bands for the Efficiency of Academic and Administrative Processes

Abstract

The study addressed the need to implement a competence band system at the Escuela Normal Superior del Estado de México in order to optimize the allocation of academic and administrative functions and achieve institutional total quality. The objective was to assign staff according to their talents, training, and professional experience, under the hypothesis that this would enhance performance and promote continuous improvement. The theoretical framework drew on Deming’s and Juran’s contributions to talent management and quality administration, emphasizing the human dimension in organizational processes. The methodology relied on observation, interviews, and surveys conducted with staff, which revealed apathy, lack of motivation, and weak institutional identity due to imposed functions unrelated to professional profiles. The findings highlighted the need to establish a regulated procedure for function assignment that recognized individual competencies and motivations. It was concluded that implementing competence bands would foster motivation, commitment, and performance, creating a more harmonious institutional environment oriented toward continuous improvement. The main recommendation was to consolidate an integrated talent management system that would enable institutional certification in total quality, with the innovative contribution of linking human resource administration to the philosophy of total quality management within the educational field.
